Adjustments to make the documentation presentation
very similar to the public web site. Notable changes:
- fix scrollSpy logic that was failing to match section
  identifiers containing periods
- the navigation footer stays in view at all sizes
- the background, colours, font sizes, etc. are now
  identical/similar to the public web site.
- we cannot currently use the public web site's fonts
  due to a licensing issue.
