Single-file bug fix promotion to main from ntx64 branch:

Updated Stream Spec Update Trigger (SSTemplateUpdate.py.)
* Refined import+ handling.
* Switched logging to 'append' mode.
* Increased default logging verbosity INFO -> DEBUG.
* Added stream spec data to debug output.
