Fix for revisioning libraries when branch is detected
to support shared branch style libraries
Old behaviour always resulted in Project and Project Rev mainline depot
specs and client name style revisions. Never mattered before shared branch model
was introduced because branch libraries were always propagated.....
Last time this code was changed was July 1998 !!
