Added lbb support for config views.
They are currently
not managed by cdsp4.
CDS_P4Config.il -- add config view to unmanaged list
CDS_P4Triggers.il --
CDS_P4AnyCheckouts -- ignore deleted version at head of tree during
sync check
CDS_P4Globals -- add config view
listBoxBrowser --
CDS_lbbCreateNew -- add support for config view
