mkdirs.sh v6.2.0:
Added in-code docs for TarRoot, and corrected TarRoot to work seamlessly with
both package and non-package installations.
Fixed issue with SDPVersion file in non-package installs.
Added logic to avoid generating calling 'semanage' unnecessarily to do SELInux
configuration if it was allready done. This removes a source of most harmless
non-zero exit codes.
