Enhanced to do package installation earlier so
we don't get errors if required utilities like rsync, that
would be installed later by packages anyway, don't cause
an abort.

Fixed: SDP-1197 (Bug): install_sdp.sh now installs OS packages before checking for required utils like rsync.
