SDP review fixes: setup & maintenance scripts
configure_new_server.sh: restore numeric super-user guard, exit non-zero on errors.
gen_sudoers.sh: visudo-validate before install, guard rollback, use $OSUSER not literal
perforce, pre-declare P4ServiceList. install_sdp_python.sh: cat install.log, fix $Rel
unbound, -tzf consistency, KeepWorkingDir default. make_email_list.py: run_p4 + check=True
(no os.system). rollback.py: capture/track add/delete p4 failures. sdputils.py: Optional
return type. No errexit added.
