ReleaseProcessOverview.md: add a step for announcing the release to
the internal #p4-sdp Slack channel.
The 22-step process had no step covering internal release
communication -- noticed as a gap while wrapping up the 2026.1 GA
release. Inserted as new Step 22 (Announce the Release), between
Step 21 (Release in JIRA) and the renumbered Step 23 (Post-Release
Smoke Tests).
