ReleaseProcessOverview.md: document the correct Emergency Bug Fix
order of operations and AI-specific gotchas, learned by actually
exercising the flow twice for real during the 2026.1 GA cycle
(SDP-1394, SDP-1395) -- update Release Notes before packaging (not
after), regenerate PDF too since an EBF to a shipped release is a
real release event, verify the fix with the freshly-built tarball
before publishing, and two AI-specific gotchas around release-
stream write permissions and P4PORT/P4USER resolution in scripts
that shell out to plain p4.
