Improve Windows survey compatibility and collect LDAP configuration
- Replace the Windows OS-version pipeline with `cmd.exe /d /c ver`, avoiding
unsupported shell-pipe parsing.
- Add `p4 ldaps` to the survey command set.
- Add regression coverage for the Windows command and LDAP inclusion.
