Fix false-success p4d restart and shutdown results.
Refuse startup after failed stop, preserve startup and admin-stop fallback failures, and report a shutdown timeout as an error while accepting success on the final wait check. Add lifecycle regressions and update operational documentation. Validated 20 live scenarios and 545 offline tests per platform on Ubuntu and RHEL UBI 8/9/10, plus 27 focused tests on Bash 3.2 and 5.3. Rebuild sdp.tgz from the validated source.
