P4Review Changes/Fixes
* changed configuration variables
set repeat=1 so that p4review sleeps 60 seconds between invocations
set notify_jobs=0 to disable job notification
* Subject: of email now contains 1st line of Changelist Description,
and Body includes URL to P4Web or P4Browse for Changelist
* Added error message when email limit is exceeded for Changelists
