Fixing job024002 on perforce:1666.
Large changelist and job descriptions
will no longer cause an smtplib exception. Instead, the description will
be truncated with an informational message. The size of job and changelist
descriptions can be set with a new limit_description variable in the
p4review.py header. Default value is 5000 characters.
The review daemon in the Public Depot and the more evolved version in
our main depot need to be merged. There's probably a bigger issue here
that covers all Public Depot based tools like the Review Daemon.
