This 'specs' directory allows you to create hand-crafted branch,
depot, and stream specs.  These are used if you specify
BRANCH_SPEC, DEPOT_SPEC, or STREAM_SPEC actions in the BBI
config file.

Branch specs are named: <spec_name>.branch.p4s, e.g. FGS_to_DeepThought.branch.p4s

Stream specs are named: <StreamDepot>/<SteamPath
