Add '-init' option to initialize new instances.
Initialization would include (at least):
* Creation of 'perforce' super user, in ServiceUsers group.
* Initialization of Protections Table.
* Initialization of Typemap.
* Running: configure_new_server.sh
This requires a version of the SDP 2021.2, as that version
provides a version of the SDP mkdirs.sh script that sports
a corresponding '-init' option, which handles new instance
initialization.
