Added crontab to schedule pull of failed archives.
SDP should have a cron job for replicas to automatically attempt to cancel and reschedule failed archive transfers. Perhaps the best way to deal with this would be a "try once" and if it fails to transfer the archive over then report it via email / other reporting mechanisms.
