CVS converter does not do any Keyword detecting.
So +k files are not getting created, even if a keyword is in the content.
This is a different (dumber) behavior which the existing p4convert-cvs handles.
This can be verified with the "filetypes" test CVS repository.
I will email this repository to paul.
