P4Convert does not detect when an SVN symlink has been overwritten by a file.

From case 00307423
 customer has provided a dump which I placed on /warp/cases/00307423/p4_links.dump
23573Fix for SVN when a symlink is deleted then add back as the same file but text (case 00307423)

Added test case 127 for Import and Convert modes.
