Description:
	Update P4Convert documentation, to state that conversions on Windows are not supported.
	It is my understanding that they were supported for SVN conversions, but currently Windows is not supported,
	until issues relating to CVS paths are resolved.
	The README.md and p4convert-notes.txt documents need to be updated to state that conversions on Windows are not supported.
	Also Windows7 needs to be removed as a supported platform.
	If the TSE who takes a P4Convert case does not know what I have been told, they will look at the docs,
	See that Windows is a supported platform,
	and perhaps waste hours of time.
