Clarify that P4MASTERHOST and P4MASTERPORT are overwritten on a replica in instance_vars.template.

In verify_sdp.sh:
* Added warning if P4MASTERHOST/P4MASTERPORT were updated.
* Added '-extra p4config' test to ensure no P4CONFIG file exists.
* Updated Protections table checks to ensure 'super group ServiceUsers' exists.

Updated FORMAT to version 1.15.

Fixes SDP-1278.
